Clergy and Vestry

The Rev. Victor H. Morgan is the founding rector of St. Luke’s Church, Blue Ridge. He conducted the first service on June 7, 1987. His early years were spent in Jackson, Miss. He holds a BA degree in English from Mississippi College in Clinton, Miss., and trained for the ordained ministry at St. Joseph’s Theological College, Berkeley, CA.


Since 2000 he has done additional theological study (continuing education) at Wycliffe Hall, Oxford, England. Prior to moving to Blue Ridge, Mr. Morgan did clinical-pastoral training at Bryce Mental Hospital in Tuscaloosa, Ala. His hobbies include reading, hiking and punting (when in England). He is passionate about proclaiming the Good News both inside and outside the walls of the parish church.

Rector of St. Luke's

Reverend Wikander is Assistant to the Rector and the Outreach Minister. His early years were in emergency services, as a police officer, firefighter, EMT, Fire Captain, and Deputy Chief. He served at Lockheed as a Fire Protection Engineer for 26 years. He served in the Navy as a Marine Force Corpsman, and a Fire Chief in the USAF, totaling 26 years of military service. He has a BS in Public Safety, and an MA in Ministry at Nashotah House (Episcopal Seminary).

He and his wife of 50 years, Diane, have 4 children, 10 grandchildren, and 9 great Grandchildren. They came to St. Luke’s in 1995. Ron was ordained into the priesthood in 2003.

Ron is a board member for Snack-in-a-Backpack, and is the chaplain for Detachment 1834 of the Marine Corps League. He is a member of the community collaborative for Feed Fannin, and a Hospital Chaplain. He is an active member of SLMG and enjoys camping, cooking, carpentry, and Christian fellowship. It is his pleasure and privilege to serve Christ in this beautiful mountain community.

Deacon Tony and his wife, Sheila, have been members of St. Luke’s since 1997. After serving many years as the Church Verger, Tony was ordained to the Permanent Diaconate in June 2018.

Rev. Mr. W.A. "Tony" McConnell 


I lived in Augusta, Ga. most of my life, born an Army brat at Ft. Leonard Wood in Missouri. I attended Augusta Technical College, with an Associate degree in Electronic Technology. I started a career in Substation Maintenance at Georgia Power in Augusta in 1976 (when IT didn’t have much IT stuff).  I transferred to Southern Company Services in the 80’s and worked at Plant Vogtle Unit 1&2 in Waynesboro, then to Nuclear Construction at Vogtle 3&4, and retired in 2017 after 41 years of service.  Kathryn and I then moved to Blue Ridge. We have 2 sons and 3 grandchildren. I started attending St. Luke’s in 2018. My hobbies include photography, Amateur Radio, and playing bass.

Jim Noblett - Junior Warden

Rosanne was born in Cincinnati, OH, the eldest of six siblings. She lived most of her life in FL, moving to NC in 1998. She has been a member of St. Luke's since that time.

Rosanne is a Registered Professional Nurse (46 years), and holds an eNLC to practice in 38 states. Her work included President of the Joe H. Johnston Corp. (construction), Jansen Consultants (insurance), and a property and casualty agent for 5 years.

She attended Manatee Jr. College, with an A.A. and ADN, transferred to the University of South Florida in Tampa, receiving her BA in social and behavioral sciences. Her studies included majors in Pre-Med, Criminal Law, Math, and Nursing.

She was married for 25 years, has one child and one grandchild. Rosanne enjoys missionary work with St. Luke's to help others, including Health Care Surrogate.




Al grew up as a Catholic in Winter Haven, FL, serving as an altar boy and attending parochial school. After schooling he enlisted in the U.S. Air Force where he trained as a computer operator and programmer.


He spent 13 years in Law Enforcement. During which he obtained his Bachelor's and Master's Degrees at Rollins College, Winter Park, FL, followed by a 30-year career with State Farm Insurance. He obtained his PhD in Management from Breyer State University in 2008.


Al is currently employed by Gilmer County Public Safety as their EMA Coordinator. He builds websites in his spare time. He and his wife, Martha, enjoy reading, hiking, golfing and kayaking.

Dr. Al Cash - Senior Warden

Roger graduated from Oregon State University with an MBA. He served 5 years in the US Army, with the 101st ABN… some of that time in Vietnam.  After the Army, he was sent to Georgia, by his company, along with Ruth, their son Chris, and daughter Courtney.

He worked in various sales management positions and ultimately became an independent sales representative in the hardware industry, finishing his career as a sales manager in the roofing industry. Since retirement he has enjoyed his family, six grandchildren, fly fishing, woodworking, travel and working at St. Luke’s.

Rosanne Johnston - Member

A long time ago, Lauren was born in Murray, KY, and lived a nomadic life until finishing her Master’s Degree in audiology and moving to SC to practice. In 1991 she moved to Griffin, GA .

After retirement, she and husband, Bob, started a nice vacation home in Blairsville. About halfway through the building, they decided God  wanted them full-time in the mountains, so they sold their house “down the mountain.”

Her religious up bringing was in various non-liturgical denominations, with her first exposure to the 1928 Prayer Book in her young childhood. She and Bob feel blessed to have found St. Luke’s, to be able to continue worshipping in that tradition, and to do so with such great people!

Lauren Burgreen - Member

Bill was born in this area and has lived in downtown Blue Ridge most of his life. He is currently a member of the science faculty of Tri-County Community College.

Prior to this he drove a truck, worked in the oil business, built nuclear weapons in Colorado, ran a service station and taught at a school for troubled teens.

His hobbies include studying history and science, backpacking and target shooting.

Bill Trotter - Member

Robert was born and raised in Indiana before being summoned into Uncle Sam's Navy. There, he served as an avionics technician repairing radars and computers used in weapons delivery during the Vietnam War. 

He graduated from St. Petersburg College, and later studied Horticulture at Arizona State.


He and his wife, Cindy, owned and managed a garden center in Central Florida, where they adopted and raised 5 children. 


Robert's career then turned to landscape management in Southwest Florida before retiring in 2016. Robert and Cindy now share their cabin with a dog and two cats, and are blessed to live in the mountains. They now have two granddaughters, who live in Central  Florida.

     Bob Morgan and his wife, Zenda, have been married for 60+ years & are proud parents of two sons, both military retirees. They have 10 grandchildren and three great-granddaughters. Two of the great-granddaughters live in TX & the third in NV. Bob was confirmed in the Episcopal Church in 1972 and has served in continuing Church congregations as Senior Warden in six states.  Bob and Zenda Joined St. Luke’s in 2005.
    Before retirement in 2000, Bob worked 38 years for Lucent Technologies as manufacturing manger & senior project manager. After retirement, he returned to work for Avaya as project manger and worked part-time in that position until moving to north Georgia in early 2006.  Bob and his wife moved, in December 2020, to a senior living retirement community in Jasper, GA.
    Bob previously served as St. Luke’s treasurer for six years. We welcomed him back in 2020.
